I have had good luck using the ACR Firefly Strobes. The mercury
battery (about $11 ea.) seems to last forever. They are waterproof to
something like 2000 feet, and can withstand a tank being dropped on
them. The units are more expensive than most; about $70.00 each.
They are, however, Coast Guard approved for survival gear.

I've used them for a vareity of applications:

-Mounted near the anchor, to assist finding it at the end of a dive.
-Attached to my suit, to assist my buddy in keeping an eye on me in lo
     visibility.
-Attached to my fish stringer, or other accessoreies that I may drop
or set down on the bottom while trying to subdue a fish, or perform a
     silt-producing task.

I find that using the strobe at night to keep trtack of a buddy is
not a ood idea; it is so bright that it is blinding. Chem light
sticks work better for that application.
