You're absolutely right. Lots of variables have changed: Global warming can change animals' behavior, making them more aggressive. More people have been taking up aquatic sports. Diminishing fish populations make the sharks hungry, and so less choosy about their diet. And, of course, now that the incidence rate is increasing, more attention is being paid to record-keeping. About the concentration of attacks in a small region, that too can be explained: Sharks follow the ships approaching Suape harbor; from there, they follow currents to Recife, that has a corridor-like underwater topography.
