Because BIG BROTHER gets into the act. After all, the reasoning goes something like this. If you go out and get hurt, you become a ward of the state. Therefore, the state must protect you from doing something stupid. If some random diver goes out and gets hurt or killed while diving, the state decides that it must regulate diving activities. (Don't say that doesn't happen. Just look to QLD!) The state fails to differentiate between the trained diver diving with proper training and equipment and the undertrained, unequipted, idiot. So, YOUR ill advised actions DO affect ME. Stepping down .... "Next"
