O2 generatrs R indeed available & used on aircraft (remember Value Jet). They R also being considered for medical applications (mainly emergency O2). In diving the problem is supplying the gas under pressure so that diver can breathe. The other factor is purity. The O2 obtained is not 100% pure. None of those R insurmountable & those systems may hold promise, in particular in rebreather applications.
