Dear Dave,

Having geared up many women in backplate systems I will add my 2 cents here.
5' 6" is a tall women as things go (average woman is 5'2")

If you want it to ride high cross the shoulder straps in the back.  Use
either the standard or Jr. Wing depending on the tanks being carried.  Also
cinch up the waist band at the plate this will make for smaller arm holes
which in turn will help it ride high. As far as having to walk with the tanks
--- get a hand truck -- at 6'1" I dont carry mine on my back. 

Shoulder pads -- use the dive rite ones they work great.
