This is wrong.you are not limited to one bag;only the sum of all bags should not
exceed 20 kg.

I think you mean UNaccompanied freight.This is a common rule to ship out
heavy stuff at a cheap price.you check your luggage in 2 or 3 weeks
before actual you leave and they put the bags on planes where enough
space is a available.it is definitly before your arrival on site and
might be picked up at the airline or delivered to your hotel,if its
not locked because of customs-inspection

another way of increasing the the max.allowed weight is to choose the
right airline.
some european airline increase their limits if you are a diver (you need to
get the approval when booking & show a c-card when checking in.

i know for instance that LUFTHANSA allows 30 kg for a diver,KLM also is very
flexible -> 30 kg at a minimum /diver (when i last flew to bonaire with KLM
i checked 65 kg in without a problem and at no additional cost .
Britsh airways does NOT,but give you 23 kg anyway
important is of course to check the limits when booking and make sure that
this additional allowed weight is in the reservation computer (on the ticket
is will read allways 20 kg !!!)

some german charter airlines like LTU allow for divers 40 kg per default

or buy business class or first class ticket.............
