John, Just disassembled my brand new Seapro wings. The thinner of the two washers is between the shell and the screw-on fitting, that is, it is the first thing on the outside of the cordura shell. Next is the screw-on fitting. Then, the thicker rubber washer, and the inflator. The thicker washer goes between the fitting that screws onto the bladder (on the outside of the shell) and the inflator.
