The issue here is that *no* PADI/YMCA/TDI etc "instructor" ever gets the stick because a student of theirs injurs themself or someone else. See my piece on the Guild Mentality above. Only when there's a comeback, a downside to passing someone who should not be allowed to bathe alone, will instructors and the agencies they represent stop taking their money and putting them in the water. Paradoxically, it's all due to the insurance. Everybody pays, so if the actual accidents are kept few, then the insurance continues to pay and no instructor or agency gets slammed. But that may not go on forever, with very large no.s of new students. The rates have got to go up. At the very least, this should be like other licensed activities. The instructor gets points based on bad things that their students do - say for a year after certification. It is not impossible to devise a reasonable system that is not very onerous, but which would increase everybody's safety and enjoyment of the sport. -ph
