Personally I don't know, and I have put in some effort trying find out. I also expect that this 3.5 million man hours is not significantly longer than the time spent on the various Drager semiclosed constant mass flow units which predate the Atlantis I. The Odyssey is a larger step from it's antecedents than either the CCR500 or the Atlantis I.
