You're not off-base.  There's been two, similar series of bogus tank problems. 
The first was some cheap knockoff that was forging the Luxfer
symbol.  The second series of problems was bogus Hydro emblems, which I 
believe also seemed to strike "Luxfer" tanks.

This happened last summer, and I recall that warnings were posted in all
the shops through which I used to teach.
