I tend to agree with Rich here although I can think of plenty of instances
where accidents could be caused by the negligence of others, (e.g. bad air
fills, botched regulator servicing), or say a charter boat drives off and
leaves you because they didn't bother to count heads.
However, I work for the government and I can assure you that the last thing
you want is for government to get involved in the business of regulating
diving. Nothing will make that happen faste than a flurry of diving related
lawsuits.
The following quote was posted on a kayak list recently. I think it's
