I think this is mainly a question of enforcement. The rules in question 
are the ADR rules from 1957 with later amendments and changes. The ADR 
rules is a European treaty governing the transport of dangerous goods in 
Europe. There are similar rules for rail transport. In Sweden the 
situation has changed recently and now you have to have a sticker on your 
car with a warning about compressed gas. You will also have to have a 
signed letter from the "sender" of the goods testifying that your cargo 
has less than 1000 "dangerpoints". If you have this letter then you can 
use your normal car etc. 1000 point is about 30 ordinary tanks. In Sweden 
you are allowed to have one tank with you without special paperwork.

When you talk about tank valve protection the the rules are there. You 
have to have protection for the valves on all tanks lager than 5 liters. 
This makes Interspiro (formerly AGA) tanks the only legal tanks in 
Sweden. The have protection of the valve, as all AGA tanks. AGA as a 
large gas and tank supplier can't bend the rules.

On an other subject, the Interspiro tanks has the valve on the lower side 
of the tank so that you can open it yourself. On newer valves you have to 
push the knob to turn it clockwise. (to close)
