In the US, a Diver Propulsion System (DPS) similar to the one you describe
was sold by various companies under such product names as UFO and Nautilus.
Recently, another company (probably the one you saw) has taken the DPS a step 
further by allowing the motor/prop unit to be optionally hand-held or 
tank-mounted.  I forget the name of the company (DACOR?) which markets this 
version.  As I recall, the duration was around 30-40 minutes, and speeds up 
to 150 FPM were attainable.  Perhaps other netters have more accurate 
performance data.
