How is a chamber going to help these folks IN THE LONG RUN?
					   ^^^^^^^^^^^^^^^^
Sure, we'll save them from getting maimed or dying, then we can
watch them starve to death because they've depleted all the lobster
stocks.  I know people are trying to do the right thing in a bad 
situation (which is admirable) but the money should be used to 
provide a long term solution (how about aqua-culture?).  
    The real "heartless" people are the ones providing these poor
souls with scuba gear and compressor parts, air fills or whatever
in the first place.  Anything for a buck, I guess.
