I know we like to talk semantics on this list, but let's remember to separate 
the semantics from the real world.

The law says you can't take a charged cylinder on a plane. Period. The issue is 
not safety, the issue is the law.
 Empty your tanks, remove the valves if you want, put a plastic plug in, slap a 
name tag on it and check it.
