I understand your concern about your brother. However, do you normally assume that people are stupid before you ask them questions? We unscrew the valves before packing the tanks. What ever gave you any cause to assume that I'd fly with pressurized tanks? Foolish and selfish? My understanding of the regulations regarding special gear is that the primary intent for charging extra for parephrenalia like skis, surfboards, and so on is that such goods take up extra space, and are irregularly shaped.
