Don't see how it could be the hazmat guys. Unless I missed some legislation, they're still only concerned with hazardous materials handling, transport, and disposal. Luckily nobody's defined any quantity of air or helium or nitrogen as hazardous. I don't know about O2, but that can be checked and avoided easily...they're not in the habit of making stupid guidelines, unlike other govt. organizations.
