This is only a problem when the deco line is attached to the boat 
(particularly a large boat).  If the deco line hangs from a float (as 
it is done in drift-decompression situations -- whether or not the float is 
secondarily attached to the boat) then the divers move up and down 
relative to the sea surface, and ambient pressure doesn't vary by more 
than the equivalent of a couple of feet of water.
