 Monterey Bay Wetsuits in Monterey, CA puts one way valves (very similar 
to mask or snorkel purges) in the tops of their hoods on request.  I 
don't know how well it works but itmakes one look like a critter from 
outer space.  I personally took a knife and cut some slits in the top of 
my hood...seems to help a bit.
     It can be caused by a number of things.  Sometimes it is due to air 
leaking past the neck seal.  In my case it seems to be from air coming 
out of my mask skirt (under the edge of my hood) while in some cases it 
seems to be from reg exhaust working its way under the edge of the hood.
