As with all  things in diving - don't hold your breath - this is unfortunatly
not a UK only thing its EEC wide - the sports diving agencies can I suspect
bring little if no pressure to bear on the Govermental bodies - Chris Hellas
used to be on these boards and is a board member of IANTD UK - Chris do you
have aview to this ???

New guidelines for breathing air are already on the way - they are reported
to be introducing VERY low moisture levels for example - this will increase
shop filter and Compressor costs - thus increasing your Air fill costs

Many people pay over ten pounds sterling and have to travel many miles to get
Nitrox fills (has the situation improved for you yet Neal ??) - these changes
will just drive mixing back to homebrew and all problems that will incurr -
it won't stop people doing air tops on top of pure O2 at dive shops which may
not have non return valves fitted on the whips for instance
