I used to do the same thing, then the tech explained to me why I was 
getting all new parts inside my first stage every year. The dust cap 
will not keep water out of the first stage. If you are going to do a 
fresh water soak, put the reg on your pony bottle and soak it under 
pressure. This will make sure you don't get water inside the first 
stage (not a good thing).
