The California Fish & Game Dept (or was that Game & Wildlife?) has a relocation program for the protected California Sea Otter population. They capture and relocate sea otters in order to increase the distribution of the species. However, they had a hell of a time catching the beasts. To make a long story short, they settled on the following equipment: Full CCOR -- (Not Draeger, the other brand) Dacor Scooters with front mounted cage/netting apparatus. They found that with CCOR they could approach the very sensitive otters without alarming them, and with scooters and front-nets they could capture them with ease. I recommend this paper for a discussion of the training requirements when moving to CCOR, and the operational limits.
