Aditionally the MK19 technology could be used by both the special warfare and explosive ordinance disposal divers. Thus, the program would be sponsored by all three navy diving comunities - salvage, spec war, and eod. Soon after inception the salvage and eod community dropped out of the project leaving only spec war to support it.
