The EX19 project was originally proposed by the Naval Coastal Systems center as
a closed circuit device to be used in conjunction with a small portable chamber
to support diving to 450 fsw.  Aditionally the MK19 technology could be used by
both the special warfare and explosive ordinance disposal divers.  Thus, the
program would be sponsored by all three navy diving comunities - salvage, spec
war, and eod.  Soon after inception the salvage and eod community dropped out of
the project leaving only spec war to support it.  They finally also dropped out
leaving no funds or sponsor and the project died.
