L Allen Beard, Most (not all) Great Lakes (Technical) Wrecker carry a line reel rather then the larger Jersey up Line setup. Your tech diving class should cover the + and - of each type. I use a old Dive Rite enclosed reel, as to the length of the line you need. You need enough line for the bag to reach the surface. Many divers will only deploy the bag in the area of the first needed deco. stop. The Lift bag and the reel have daul functions. For Example: the lift bag can be use should your BC fail. I have drilled 4 (0.25") small holes at the bottom of my OMS stainless steel back plate, then used bungie cord thru two of the holes to secure my 100 lbs. lift bag. Most (not all) divers will secure the reel to one of there harness D-rings. In your tech class you should be shown how to setup the gear, and deploy it. In my class some time ago, we also had to be able to deploy the lift bag in less then 45 seconds. The instructor was underwater with a stop watch.
