In reality a substitute that does not have the disadvantages of CO2 
cartridges exists - a small bottle of air.  I use British horse collar 
BC (A.B. Valves) so equipped (like the old bouee Fenzy).  

This BC allows power inflation, oral inflation as well as inflation 
from bottle.  In addition the gas used to inflate BC is breatheable.
