Have you ever heard a Dive Alert?  They can make you deaf if you don't 
have a hood on or your ears plugged.  Obviously they are only effective 
within a certain range but believe me that range is way beyond what 
yelling or a regular whistle can do.  Too bad they're so darn 
expensive...oh well that's SCUBA gear for you ;)
