Because on many open water decompression dives, under certain conditions, 
deco gas is more important than bottom gas. I've never had more than one 
cylinder of bottom gas on any of my trimix dives.  I've been to the 
300-500' range many times and have not yet had a close call; or even a 
situation that was likely to have led to a close call.  It works for solo 
dives, and dives of short bottom times.
