O2 goes down in the loop because it is metabolized in the body to CO2 which is removed by the scrubber. N2 remains in the loop but as you surface during deco the ambient pressure decreases so your body will not reabsorb the excess N2 that is offgassed into the loop. Plus, during ascent the system will vent gas due to expansion because ambient pressure drops and so you lose some N2 that way. The best way is to take a breath from the rebreather and vent gas through your nose to the water and not put it back into the system. Do this for a few breaths to completely dump the counterlung and then refill it manually with deco gas or whatever. This way N2 keeps going out. Depending upon the length of deco you need to dump the counterlung probably only once or twice at the most.
