  No you $%$%@ don't restrict diving to work and war only!!! Every activity
causes a few casualties. Even chess has been known to!, when an argument over
a move escalated into a fight in which one of the players used a heavy
chessboard as a weapon. If you try to restrict scuba diving to necessary use
only, register with the police, prove need for the dive, etc, be sure that I
and many others will say #$#% to that law and keep right on scuba diving!!!
  And in these days of conservation he had no business catching wild fish just
as ornaments, anyway. Leave them loose alive for all the other divers to see.
