The article was just using the divers "required" to take a buddy as one example. Having a gift subscription to Rodale's (I paid what it is worth) I have been reading their position of solo diving over the last year. It all started with our buddy Brett Gilliam spouting off that it is OK to drink beer before diving and to dive solo, as well as working on some other variously accepted "dos and don'ts" the industry have accepted. Rodale's has then gotten more and more frequent in saying that it is ok and even preferrable to dive solo. What I'm waiting for is a widow to sue Rodale's when their weekend warrior with 10 dives under his weightbelt and his shiny new PADI AOW card dies after reading one of their solo dive articles and trying one out. Where is the liability then? It was referring to people who are "required" to take a buddy. These are the people who travel alone and go on dive trips. The articles points out the fact that by assuming a buddy, you become responsible for him. This means you may be sued if something happens to your assigned (read stranger) buddy even though you were not at fault. The author suggests that if you don't want to accept a particular buddy, you should be allowed to dive alone. Remember, these "tour guide" magazines are for recreational diving only. This means that they recommend a maximum depth of 100 feet with absolute maximum of 130 feet.
