Spoke with the shop that does all my hydro tests. They tell me that, as far as they know, there is no blanket prohibition from hydro testing a steel 72 that is (externally) vinyl coated, as long as there is no rust between the coating and the tank. If the tank has the internal epoxy liner then they will not certify the tank.
