In my experience, I haven't had a problem with regs flapping while scootering. My main issue is; When having teammates run lots of bottles in and out of a cave, I have found it beneficial to clip off my stage regs (the ones staged by others) to prevent them from coming undone, snagging, or dragging the bottom because someone forgot to check and/or was careless or overloaded during transport. I try to make sure all my stuff gets where it's supposed to go in the best condition and most secure method possible. As far as where to clip, I clip to the stage line(handle) near the bottom.
