Al, we do NOT dive "Hogarthian". Let me ask you, what is wrong with
balancing the rig up front so that you do not need two bc's? Drop the
weightbelt and or light, problem solved. Creating problems and then
trying to solve them with more convolution is not the answer - avoiding
them up front is the answer, and by the way , the answer to this
question is detailed in the PADI Open Water One manual, a book that Tom
Mouth and the rest of you obviously skipped in your haste to tell the
rest of us who actully do real dives how the cow ate the cabbage.
The basics of diving do not change with the price of the gear or the
course.

 Jumping into the water severely overweighted is simply as stupid as it
is possible to be. Adding complications of double wings and all of the
problems they can create is doing something very stupid to compensate
for doing something else that is flawed to start with. Maybe you can
tell me why wearing some ridiculous piece of gear in a cave is bad, but
all of those problems go away in open water? I don't think so. It is all
the same. The rig has to be blanced. 

Keep asking these questions, this stuff needs to be debunked, since
IANTD and others are teaching it. I will be glad to in detail do that
job.
