Electronic verification is still in its infancy. If you have a sure fire way of making sure of identity, you're going to be a very rich person. But, nothing still beats the telephone call to the certifying agency if you are in doubt. A log book entry by a instructor is prove enough, with the call. One of the problems I've had is IANTD in FL doesn't have the updates from the subs on a regular basis. So, with my cards from the Canada sub, FL doesn't know until months later. You'd have to call the office in Vancouver to verify certification.
