Hmm, I think this is getting a little silly. A rebreather is a tool, just like an Aqualung. Just like an Aqualung, it can be rigged to give gas redundancy; either with parallel loops or an OC bailout. So from the simplistic point of view, yes, it can be solo dived. And yes, you would need an OC handoff system to be able to use your buddies; but since you're carrying one yourself, now... However don't forget that Buddy Diving too, is a tool. We use it to make diving safer and more fun, and when buddy diving ceases to add to the safety and cost/benefit analysis, like all kit, we drop it. Those who are having a pedantic argument about rebreathers and solo diving, still haven't got solo diving sorted in their heads. Put it in your tool kit, learn how to use it, and use it only when appropriate; same goes for aqualungs and rebreathers. FWIW I still feel that the aqualung is the simplest, safest and and under most circumstances the optimum choice for diving. Rebreathers are sexy, but there isn't too much critical thought in the vacuous masses which is going to cause trouble. Me? I think the min. qual. for using a CC rig should be a UK standard BSc!
