I guess the opposite logic to this is that the military puts their pilots in 
altitude chambers so they can feel what hypoxia does and learn to recognize it.

The highway patrol here has a program where they give volunteers (who agree not 
to drive) measured amounts of alcohol and then do motor skills exercises to
show 
how little alcohol it takes to become impaired. 

Of course, these things are done in a no risk environment. Also, I guess one of 
the problems with narcosis is that it may prevent you from recognizing that you 
are impaired.
