Trick question???
Just a guess: I remember reading about an expedition to dive the crater lake of
the Popocatepetl, which would make it a 5000+m dive. If nothing else, it
qualifies as the highest dive in Mexico. 
The crater lake of the Nevado de Toluca is accessible by car, so I imagine it's
being dived on occasion (4000m range). And much easier than lugging equipment up
the Popo.
