That's basically the concept.  I picked it up myself from the NSS/CDS
manual.

Easiest way to do it is:
 (a) pull the hood on, and pull it back over your head so it's all down
 around your neck.
 (b) put the mask on.
 (c) bring the hood back up and settle it in place.

I do notice that there's a bit more cold around the temples, as the straps
hold the hood a bit away from the head there.  However, for the additional
security, it's IMHO more than worth it.
