now as you might judge by my .sig, i don't know anything about physiology, ..so here's my uniformed GUESS on why hypoxia could be an issue: -when breathing high ppO2, the perfusion of blood is reduced to many tissues (this is one reason why you do't get "full credit" for diluent off-gassing when breathing O2-rich mix).
