Bad example. PADI does teach that there is SOME risk. But it is minimal if
you stay within there limits.

BTW, I agree with the rest of your post. Macho is not only unnecesary, it
is BAD. IMHO, everyone needs to attempt to figure out how to do things with
the minimum risk and to abandon those for which the risk exceeds the
reward.
