I know very little about metal-to-metal corrosion, but I do know that steel cylinders (in the UK at least) are zinc coated prior to painting when they are intended for use in the sea. This may even be a requirement of the British Standard for dive cylinder testing, though I'm unsure of this. I use steel cylinders with Dive Rite stainless bands around them. When I fitted the bands I did so on half-empty tanks and placed some silver ducting tape inside the bands. I don't know if this is the reason, but I have seen no corrosion of any kind on my cylinders. This could just be because the tape stops the bands from scoring the paint and exposing the steel..?..
