So the agency has no quality control system?  Proper training is
entirely dependent on the instructor?  Ummmm, what then, is the
agency charging for?  I understood that an agency provided some
kind of "stamp of approval" which would allow the diver to
present his/her card and be recognised as properly trained.  If
the value of the course is related to the instructor, rather than
the agency, as you say, then wouldn't a card from the instructor
be of greater value?
