George, its true that we do need the legitimacy of an agency, for insurance and also to be able to issue students with recognised c cards, so that they can buy gas. In the UK we have been concerned at the lack of groups such as yours to provide training for the right people, and also the fact that all tech agencies are really American, and 'though they call themselves internationalm really can' ttalk metric. So, since we figured it looked quite easy, we've formed our own, British, agency, known as the British Association (of) Nitrox Divers, Instruction and Technical Solutions (BANDITS). Since we all hold tech agency instructor cards we will continue to offer these mainstream certifications to students who want them, but confidently predict that soon demand for BANDIT qualifications will be high. Our aims are to teach best available practices based on sound theory and practical experience, to sack students who don't understand simple stuff and not to allow anyone that whinges about the cost of trimix on the dive. We also want to strap loads of gear on and leap into the sea, and other deep places, often (hence the other solution to the acronym _ Baldies And No-hopers Diving In The Sea_*) Wish us luck!
