I dont really agree that certifications agencies are the only reasons for legislators to "toughen" laws and standards around diving. If we look to scientific diving, records are at least ten times better than sport diving and about a hundred times better than the commercials. But still, in Canada, scientific diving is not truely recognized and even if CSA standards will now include scientific diving, provincial legislators won't follow. As an example, if we look at Quebec's standards, you need a hyperbaric chamber on site if you go deeper that 15 meters (around 50 feet). I certainly don't know any University that may afford this in their research's budget. And I am quite sure they wouldn't change a bit of their standards even with the Europeen way of doing things. I do suggest that all canadian scientists work together with CAUS (Canadian Association for Underwater Science) to force the provinces to recognize scientific diving, and as actually there is discussions about standardisation between the fed gov. and the 10 prov. gov. we must put an input now or we will heritate of something we don't want.
