As Richard said, I agree COMPLETELY.  I'm sorry I didn't pick up on the
context you were criticizing.  Hypoxia training should be an absolute
requirement of a rebreather course, but it should NOT be performed under
water.  Loss of motor skills and reasoning are the first signs of hypoxia,
they are NOT small problems.  Get a chamber, learn how to use it.
