Neon has a solubility of 1.47 cm3 per 100 cc water.
For comparison purposes
Oxygen   2.46 cm3 per 100 cc water
Nitrogen 1.42 cm3 per 100 cc water
CRC Handbook of Chemistry and Physics 52nd Edition.

So Neon is slightly more solubile then N2
