I think the growing consensus among people who study HPNS is that it is caused by ambient pressure, not helium. Helium's only involvement is that it allows divers to get to depths where HPNS is a problem. HPNS is a neurological excitatory response to pressure. Narcosis is a neurological depressant response to increased partial pressures of certain gases (e.g., nitrogen, hydrogen). Consequently, some research suggests that the incorporation of nitrogen or hydrogen in helium mixtures for deep diving can reduce the effects of HPNS. I suspect that the person with the most knowledge about HPNS in the context of fast descents and the compensatory effects of narcosis is Jim Bowden.
