Does anyone know of where parts can be purchased to repair these 
scooters, particularly in South Africa ? I became the owner of one 
by default a while ago, and I need a small part, that I think just 
adjusts the angle of the blades.

I think that Oceanic bought out Tekna, and now markets an updated 
version.
