The Wreck Database software could easily be modified for this.
Since it comes complete with a full email server and a Gopher
server, this would make your information very easily accessible
to all.

Unfortunately, I can't easily give away the database software.
However, I can make it available for use on mail.opal.com.  I'm
more than happy to give you an account so you can work on the
software here.  I'm also more than happy to make the disk space
available for your new database.
