Yes, I am aware of that.  But NAUI (and any other non-profits) must
still compete with the commercial organizations like PADI.  Which
means they feel pressure to lower their standards to remain competitive.
Witness NAUI's recent certifaction renaming, where the "Advanced Open
Water" certification became the second level, rather than the third.
I don't know precisely WHY this was done, but it look an awful lot like
they were losing students to PADI shops because they could get an AOW
card faster/cheaper that way...
